Mini Hydro power plants at every Taluka and its wrong allotment ( 4 to 5 plants where water was not available, in AP it is much worse...Karnataka and Himachal Pradesh did cancel many mini hyrdo power projects which were allotted 15 years ago based on noted DPR preparing agencies, where water was not available or using Forest area etc...) and also the Cancellation of 200 MW Solar projects to Promoters in Karnataka??Therefore, near perfect Renewable energy potential study is very essential with DPRs too to avoid loss of time, no growth or no Infrastructure creation in the State or Nation
This was our response on 2nd Nov 2011 (to MNRE/ Government / PMO) for the benefit of nation and also evolve small, new and first generation entrepreneurs with learned business plan with FUNDING, Mentoring, Control Stakes, good EPC from good corporate companies i.e to create a good level playing field to increase Rural GDP with local people participation in Joint Venture / team work:
Please note that these messages are not to provoke or pin point etc, it is to share and correct the existing evils or impairment or impediments or to evolve a good system with transparency:
Another testimony for KREDL / Karnataka Govt alloting projects without a clarity on Central Govt policy and making the companies / promoters and government to spend money unnecessarily and cancelling later on without understanding the subject or clauses of MNRE or no meaningul coordination with MNRE or bad Centre / state relations.... Why the projects were allotted and why cancelled with lessons learnt shall be made public so that such mistakes do not repeat in future.....
Earlier it was Mini hydro power project allotment 15 years ago, cancelling 170 projects now.... It is the turn of Solar Projects... Our view is that the action / decision by KREDL is naturally a bold and welcome.....At least the positive outcome is nothing comes free in this world and such project development never yields any good result for the State govt or India, rather MNRE shall also review its strategy of allotment of Solar PV projects.... The allotment made in 2009 to XXX (whopping 100 MW @ rs.17/kwh) is now being executed with a price benefit of of Rs.6/kwh.... is it a good precedence?? Should not we ask for rebate due to delays on whatever account....
Hope we get good quality leaders, law makers, businessmen, Corporates, Policy makers, Skilled Bureaucrats and awakened / educated promoters to create sustainable business rather than looking for free Govt support or easy public money or Corporate cos living on donations of Public money in the form of tax payers money..... Hope the business leaders take note of the same and India need not be another Spain or Greece with this kind of policies or project development activities......Before making a policy, let the policy makers have referendum by involving stake holders with clarity on figures and number with a clear vision statement......
