We need to have a good Bank Finance system (like Car Finance) in place to make things happen in Home solar PV systems. Solar PV prices are showing signs of firming up and only 'China Factor' will bring it down. We need to eliminate the requirement of Batteries (through Grid connectivity, Net metering etc.) to bring costs down.We have to avoid battery from the system. Grid connectivity is the way. Grid connectivity can be done through inverter / synchronizer. Then comes the most important subject of renewable energy. The Feed in Tariff. It was evolved in Germany through debates for 15 years, sometimes irritating. Around 75 nations have adopted this concept. India can very well adopt this discarding the REC regime. REC regime seems to be a failure. Once FiT is fixed the banks will take initiative to lend loans to prospective rooftop producers. It is nothing but business. The success depend upon the value of FiT. Note that japan announced the highest FiT which is three times the normal tariff. The weightage depends upon the necessity. Success of solarisation depend upon the speed and earnestness of policy decisions. As the concept FiT is tested and confirmed in several nations we can just follow it without much research. State electricity regulatory commission is authorized to fix FiT as per Section 86 of Indian Electricity Act 2003.
First of all we must realize the benefits of an INFINITE GRID. Battery + inverter system does not provide these benefits. Let the battery/inverter system is retained for emergencies and for short duration. As such I suggest thinking of systems without battery. Technology is evolving fast to make it possible to run the system with just 80%, if not 100%, share of solar/wind power. Let us bank on R&D for the purpose.
Let the governments be the facilitator and not the runner. Pragmatic policies are the need of the hour. Note that Tamil Nadu has come up with a solar policy (7.3.13) incorporating a vision for grid connected system. 7.3.13 is a red letter day for solar sector as it is on this date that a state in India boldly announced the POLICY of grid connected rooftop solar harvesting. I wish the state will courageously follow up the progress, intervening in the process if necessary.
